The accounting department's roles were defined and documented, from reporting and administration through to internal control, senior accounting, system accounting, and client/banking liaison. The engagement also surfaced a liquidity problem driven by weak invoice collection and fast, under-budgeted expansion, together with an understaffed and inexperienced accounting team, and set out recommendations to address both.

Liquidity problems arise from week collection of invoices, fast expansion of operations, accompanied by uncontrolled expenditure through strict budgets.

Findings: Staffing

Current staff is not enough in number to carry out the functions of the finance system.

Existing staff lack industry experience, need to be trained and backed up by experienced senior accountants.

Recommendations

  • Follow up through budgetary control in the next quarter of the year will resolve overspending, however the liquidity position must be met urgently with a short term loan before the company entertain further liquidity problems.
  • The exact amount of loan will be known when the management accounting system is activated.
  • Training of staff should be given high priority in the management agenda.

The Current Accounting System

The current system (oracle) has been left as it is. Another reporting system (spreadsheet system) is set, and linked to the existing system, to produce the financial position of the company, with detailed notes to accounts and cost and revenue analysis.

A spreadsheet management accounting system has been established for budgets and budgetary control.
