Feasibility study for resuming and expanding Novel's professional training and consultancy operations

Novel Consultancy & Training Co. Ltd. was established in 2014 with the vision of becoming a strategic Centre of Excellence in education, research, and training. Since 2015 the centre has trained and provided internationally accredited professional certificates in accounting and finance to over 500 participants from government and private commercial bodies, as an approved centre for ICBC, CIMC and Edexcel BTEC (Pearson). Financial management
    Scope:
Full revision of the financial system, management reporting and accounting department structure

A complete revision of an existing financial system was carried out for a construction and contracting company, establishing a full financial accounting reporting system and a four-month management accounting and budgeting cycle. The accounting department's roles were defined and documented, from reporting and administration through to internal control, senior accounting, system accounting, and client/banking liaison. The engagement also surfaced a liquidity problem driven by weak invoice collection and fast, under-budgeted expansion, together with an understaffed and inexperienced accounting team, and set out recommendations to address both.

    Scope:
Framework proposal for electronic records management underpinning e-government

Following a meeting on May 28, 2005, this proposal set out how electronic records management (ERM) underpins the delivery of e-government, since electronic service delivery generates transactional and document-based records that must be retained as authentic, legally admissible evidence. It highlighted the risks of leaving electronic records ungoverned - lost documents, deleted e-mails, uncontrolled web versions - and the benefits lost when organizations keep relying on printing records to paper. The proposal offered to help government organizations build guidelines, a framework and milestones for full electronic records management, aligned to cross-government metadata and interoperability standards, so as to meet the modernizing government target of storing and retrieving all newly created public records electronically.
